Order of the President of
the Republic of Azerbaijan on development
of art of theater of
Azerbaijan
Azerbaijani theater had
become center of first secular professional art of theater in Muslim East by
creation of new drama genre in our literature by great philosopher Mirza
Fatali Akhundov in background of public-political events ongoing from second
half of XIX century and as a result of strong impact of enlightenment
movement. Repertoire of this theater formed in base of folk plays backing on
ancient history was rich from day of establishment with advanced, works,
with democratic idea and public contents, of Azeri intellectuals giving the
real art description of important events of the time.
Translation and staging of
works of world classics by Azeri youth with European education familiarized
theater lovers in Azerbaijan with samples of world literature, firmly
stimulated the work of creation of theater of new type based on national
values. Due to efforts of inborn talents such as Huseyn Arablinsky, Jahangir
Zeynalov, Huseyngulu Sarabsky, Abbas Mirza Sharifzade, Mirzaaga Aliyev,
Sidgi Ruhulla, Ulvi Rejeb national professional actor school was formed in
our country. Since then construction of special theater buildings was
started and other types of art linked with professional theater were
developed.
Azerbaijani theater
widespread with plays of deep contents of great masters such as Jalil
Mammadguluzade, Huseyn Javid and Jafar Jabbarly protected its national
matter, developed and played active role in public-cultural life. Along XX
century opera and ballet, musical comedy, young spectators, pantomime and
other theaters were created. Generation of great actors, directors and
theater artists whose names have eternally entered the art of theater of
Azerbaijan was grown, education centers preparing professional personnel for
theater formed, culture palaces and theaters net established in regions. Due
to rich repertoire of Azeri theater differed with high scenic culture our
people were familiarized with bright samples of national literature and
pearls of world literary idea. Successes our country has gained in several
other fields of art were firmly linked to theater of Azerbaijan first.
Rapid development and
diversification of national professional theater brought to expansion of its
geography towards all regions of the republic and creation of new theaters
each of which was independent center of art. Azeri theater that played
exclusive role in suggestion of patriotic feelings in our country,
propaganda of high moral qualities, national and universal values rendered
invaluable services in formation of young generation.
Complicated processes ongoing
in the late XX century caused political, economic and social crisis, had
very negative influence on entire cultural life of country, as well art of
theater. Objective difficulties theater faced weakened creative mood in this
field.
4 state drama theaters of
Azerbaijan theater net continue to function despite they have undergone
occupation of Armenian armed units and were fired from native places as a
result of Armenia-Azerbaijan, Nagorno-Karabakh conflict.
National theater that
possessed wide opportunities by restoration of state independence of
Azerbaijan is able today to make contributions to development of our culture
for statehood. But there is serious need for fundamental repair-restoration
and reconstruction works according to modern requirements in several culture
palaces and theater centers in our country, including Heydar Aliyev Palace,
Azerbaijan State Academic National Drama Theater, Azerbaijan State Academic
Opera and Ballet Theater, Azerbaijan State Young Spectators Theater,
Azerbaijan State Russian Drama Theater and Azerbaijan State Puppet Theater.
To strengthen logistics and
creative potential of Azerbaijani theater playing big role in
public-political life of our people, development of our culture and having
become national wealth due to its interesting activity and improve theater
education system, I decree:
1. Culture and Tourism
Ministry of the Republic of Azerbaijan shall be assigned:
1.1. to assure fundamental
repair and supply with modern equipment of Heydar Aliyev Palace considering
its importance for organizing and realization of important public-political,
cultural events;
1.2. to assure fundamental
repair and supply with respective technical equipment of Azerbaijan State
Academic National Drama Theater, Azerbaijan State Academic Opera and Ballet
Theater, Azerbaijan State Young Spectators Theater, Azerbaijan State Russian
Drama Theater and Azerbaijan State Puppet Theater;
1.3. to assure implementation
of repair-restoration works at the buildings in Baku City Azerbaijan State
Youth Theater, Azerbaijan State Pantomime Theater, Iravan State Azerbaijan
Drama Theater and Shusha State Musical Drama Theater are located;
1.4. to submit by 1 August
2007 to the Cabinet of the Republic of Azerbaijan its proposals on
implementation of repair-restoration works at the buildings Fuzuli and Agdam
state drama theaters within territories having undergone occupation of
Armenian armed units as a result of Armenia-Azerbaijan, Nagorno-Karabakh
conflict are located;
1.5. to submit along with
local executive power bodies by 1 July 2007 to the Cabinet of the Republic
of Azerbaijan its proposals on implementation of repair-restoration and
reconstruction works at the theaters acting in regions;
1.6. taking into
consideration proposals of Azerbaijan Theater Figures Union, to submit
within 3 months to the President of the Republic of Azerbaijan the draft
State Program 'Azerbaijani Theater in 2008-18' containing works that are our
national wealth and pearls of world classics;
1.7. to submit by 15 April
2007 to the Cabinet of the Republic of Azerbaijan its proposals on creation
of special studios within theaters and training of corresponding personnel,
also theater managers in foreign countries.
2. Baku City Executive Power
shall assure fundamental repair and supply with necessary equipment of Green
Theater.
3. The Cabinet of the
Republic of Azerbaijan shall solve issues arisen from this Order.
4. This Order comes into
force from the day of signing.
